Europäische Bürgerinitiative zum Bedingungslosen Grundeinkommen angenommen ►

Zur Freude der Initiatoren hat die Europäische Kommission die Europäische Bürgerinitiative (EBI) zum Bedingungslosen Grundeinkommen im zweiten Anlauf am 14.1.2013 nun doch registriert, nachdem sie den ersten Antrag im September 2012 zurückgewiesen hatte (siehe Bericht). Eine Umformulierung in Ziel und Gegenstand der EBI ermöglichte die Registrierung. Ein Bürgerkomitee mit über 50 Personen aus 15 Ländern hat die für die Europäische Bürgerinitiative notwendige Vorarbeit geleistet. Ihm gehören auch Mitglieder des Netzwerkrats des Netzwerks Grundeinkommen an.

Ziel der Bürgerinitiative ist es, das Bedingungslose Grundeinkommen auf europäischer Ebene breit zu diskutieren, um es schließlich einzuführen. Konkret soll erreicht werden, dass die Kommission die ihr gemäß Artikel 156 des Vertrags über die Arbeitsweise der Europäischen Union zur Verfügung stehenden Möglichkeiten nutzt, um die Kooperation zwischen den EU-Mitgliedsstaaten mit dem Ziel zu befördern, das Grundeinkommen als Mittel zur Verbesserung der nationalen Sozialsysteme zu prüfen. Hintergrund dieser Forderung ist die Tatsache, dass die Zuständigkeit für soziale Fragen bei den Mitgliedsstaaten liegt. Der Wortlaut der Europäischen Bürgerinitiative und des dazugehörigen Anhangs kann auf der Website der EU-Kommission – derzeit allerdings nur in Englisch – nachgelesen werden.

Das europaweite Online-System zur Sammlung der Unterschriften wird voraussichtlich Mitte Februar 2013 zur Verfügung stehen. Derzeit wird der Start der einjährigen Kampagne intensiv vorbereitet, die in Kürze der Öffentlichkeit vorgestellt wird.

European Citizens Initiative for an Unconditional Basic Income ►

On January 14th 2013, the European Commission accepted our European Citizens Initiative hence triggering a one year campaign involving 15 countries. If we collect one million statements of support for basic income from the 500 million inhabitants of the European Union, the European Commission will have to examine carefully our initiative in the EU parliament.

Unconditional Basic Income (UBI) - Exploring a pathway towards emancipatory welfare conditions in the EU. Asking the Commission, to encourage cooperation between the Member States (according to Art 156 TFEU) aiming to explore the Unconditional Basic Income (UBI) as a tool to improve their respective social security systems. In the long run the objective is to offer to each person in the EU the unconditional right as an individual, to having his/her material needs met to ensure a life of dignity as stated by the EU treaties, and to empower participation in society supported by the introduction of the UBI. In the short term, initiatives such as “pilot‐studies“ (Art 156 TFEU) and examination of different models of UBI (EP resolution 2010/2039(INI) §44) should be promoted by the EU.

Please sign the Avaaz Petition: Our chance to end poverty

It’s infuriating -- the world has never been wealthier but the gap between rich and poor is growing every day. But there is a way out: it’s called Unconditional Basic Income and experts say it can completely eradicate poverty!

Throughout the years, many Nobel Prize-winning economists have proposed this form of social security as the answer to poverty and societal problems such as soaring healthcare costs. Politicians are afraid to speak out because it’s often misunderstood, but EU citizens have decided to challenge this with a call for more research on this promising, unique and bold solution!
